There are shit loads of underrated wrestlers. However, we usually don't look at the whole picture as to why they never got a big push. Often, it was because they were unreliable backstage, maybe on too many drugs, and simply an asshole overall.
If you're talking just wrestling ability, yeah, there's actually quite a few very talented people that "underused" but they may be in that spot for good reason sometimes
